The Certification of Eligibility: Accommodations History (COE) is available in the Bulletin Supplement for Test Takers with Disabilities or Health-related Needs. and serves to verify any accommodations that the test taker is currently using or has recently used.
The COE needs to be completed and signed by a qualified professional at the test candidate's school or place of employment who is familiar with their disability status. This person must certify that the documentation on file meets ETS documentation criteria and supports the testing accommodations the test taker is receiving. If appropriate, the form can be completed by a representative of a local vocational rehabilitation office.
The COE can also be used as a shortcut for many applicants who currently receive certain accommodations in college or on the job. This significantly reduces the wait time for a response from ETS, meaning a test taker can expect a decision in 2–3 weeks rather than the 4–6 weeks required for a full review of documentation. If the test taker is eligible to use the COE as a shortcut, remind the student that they should not send documentation, as this will cause a delay in receiving a response.
Test takers with Learning Disability (LD), Attention Deficit Hyperactivity Disorder (ADHD), Traumatic Brain Injury (TBI), Autism Spectrum Disorder (ASD), psychiatric disabilities and/or physical disabilities requesting 50% extended test time or less and/or extra breaks can use the COE as a shortcut.
Additionally, many test takers who are blind, have low vision or are deaf or hard of hearing can use the COE as a shortcut. See the Bulletin Supplement for more information.
